Excerpt: ... THE GENESIS OF THE PRESENT FRENCH "FOOT ARTILLERY CORPS." T is not generally known in America that the French foot artillery, which is giving a good account of itself on the fortified zone of eastern France, and fought so creditably against odds at Maubeuge, was organized and has been truly struggling to live in spite of an ill-concealed hostility from nearly all artillerymen in that country. The "Foot Artillery Corps"-- I'Artillcrie a Pied--in its present form is a comparatively new branch of the arm, for it dates from the law of July 24, 1883, which created sixteen battalions of Artillerie de Forteresse. There were, of course, foot batteries in the French Army before that time. Once, even, the military establishment included foot artillery regiments. But these disappeared without much ado; and no tears, it seems, were shed upon their grave. Since then all that remained from this kind of artillery was a certain number of batteries attached, as far as administration is concerned, to field regiments. As these batteries were stationed generally very far from regimental headquarters the regimental commanders could not concern themselves with the instruction of these units; they even lost, by and by, all interest in them and took the habit of "dumping" into them the undesirable elements of light, horse or mountain batteries. It must be said that foot service has never been popular with French artillerymen. With the exception of officers more or less broken down in health, poor horsemen or unfit to ride, captains and lieutenants were assigned to foot batteries against their will, and devoted most of their energy to the pursuit of some way of going back to the mounted branch of the arm.
